Amitabh <!-- -->Kant<!-- -->, CEO of <!-- -->NITI Aayog<!-- -->, participated in the online event as the chief guest. He spoke on the life lessons he learnt during his career as an administrator and asked students to lead by optimism. Kant, who is 1980-batch officer, told students about the global position of India in regards to its vast amount of data. <br \/>\u201cWe are the only country in the world with billion-plus biometrics, a billion plus mobiles and almost a billion plus bank accounts. We have over 650 million internet users and are adding a new internet user in every 3 seconds. Our app downloads are more than US and China combined. This vast scale of data and the massive digital footprint is India\u2019s biggest strength for the technological leapfrogging in machine learning and artificial intelligence development,\u201d Kant told students and guests during the event that was held virtually due to the Covid-19 pandemic. Adding that \u201cIndia is the \u2018data-richest country in the world\u201d, Kant said, \u201cAs India moves from being data rich to data intelligent, it will use machine learning and artificial intelligence to find solutions for a vast number of our challenges like water availability, health improvements and others.\u201d <br \/>Kant, who is an officer from the Kerala cadre, also shared the story behind the \u2018Incredible India\u2019 campaign that he had initiated. <br \/>\u201cAfter my tenure in Kerala, I was posted as the joint secretary of the ministry of tourism in the Government of India. As I took charge, the twin tower attack took place in New York. A war was ongoing in Afghanistan and an attack took place on our Parliament. There were major travel advisories against visit to India. At the peak of this crisis, we launched the Incredible India Campaign. It was a 360-degree campaign across television, digital, and print. We connected directly with the consumers and brought the wonders of India to the living rooms of the potential tourists from across the world. It&nbsp;<a href=\"https:\/\/www.businessinsider.com\/most-jobs-destroyed-by-the-pandemic-have-been-low-wage-2020-8\" target=\"_blank\" rel=\"noopener noreferrer\">essentially hit the fast-forward button<\/a>&nbsp;on pre-existing trends toward automation, robotization, and artificial intelligence (AI) as companies race to replace now-risky human contact with digital capabilities and services which endanger jobs in warehousing, manufacturing, and retail.<\/p>\n<p>Other large-employment industries like travel and tourism that could absorb these losses will likely struggle to survive for years to come. Our recovery hinges on getting tens of millions of unemployed workers reskilled and back into jobs \u2014 and educating our children to be future-ready.<\/p>\n<p>We learned from the last crisis that education is key to a robust economic recovery. Following the 2008 recession, 11.5 million of the 11.6 million jobs created&nbsp;<a href=\"https:\/\/cew.georgetown.edu\/cew-reports\/americas-divided-recovery\/\" target=\"_blank\" rel=\"noopener noreferrer\">went to people with at least some college education<\/a>, and&nbsp;<a href=\"https:\/\/cew.georgetown.edu\/cew-reports\/americas-divided-recovery\/\" target=\"_blank\" rel=\"noopener noreferrer\">73 percent to those with a bachelor\u2019s degree or higher<\/a>. While college graduates made employment gains by 2018, many workers without a college degree were&nbsp;<a href=\"https:\/\/www.brookings.edu\/blog\/up-front\/2018\/09\/06\/workers-with-low-levels-of-education-still-havent-recovered-from-the-great-recession\/\" target=\"_blank\" rel=\"noopener noreferrer\">left behind<\/a>, with an employment rate&nbsp;<a href=\"https:\/\/www.brookings.edu\/blog\/up-front\/2018\/09\/06\/workers-with-low-levels-of-education-still-havent-recovered-from-the-great-recession\/\" target=\"_blank\" rel=\"noopener noreferrer\">2 percent lower than 2007 levels<\/a>.<\/p>\n<div id=\"dfp-ad-incontent_desk_1-wrapper\" class=\"dfp-tag-wrapper wrapper\">\n<p><span>ADVERTISEMENT<\/span><\/p>\n<\/div>\n<p>Those trends will only be intensified by the nature of our current crisis. Education in specific, growing technology fields like data science, AI, digital marketing, and information security can help individuals and communities pave a recovery. It\u2019s also crucial to America\u2019s continued competitiveness as a technology leader. While we\u2019re known as a hub of tech innovation, the U.S.&nbsp;<a href=\"https:\/\/hbr.org\/2019\/05\/ranking-countries-and-industries-by-tech-data-and-business-skills\" target=\"_blank\" rel=\"noopener noreferrer\">does not rank in the top ten<\/a>&nbsp;of business, data, or technology skills \u2014 and our&nbsp;<a href=\"https:\/\/hbr.org\/2019\/05\/ranking-countries-and-industries-by-tech-data-and-business-skills\" target=\"_blank\" rel=\"noopener noreferrer\">technology skills are not equitably and widely distributed among our population<\/a>.<\/p>\n<p>Emphasizing technology education is time-tested.&nbsp;Every G-20 country has some version of a STEM strategy, aimed at increasing the number of high-skilled graduates from higher-education institutions in these fields.&nbsp;<\/p>\n<p>Previously, the Obama administration announced a range of programs aimed at boosting computer science education in schools, increasing the number of teachers, and broadening participation in the field from&nbsp;<a href=\"https:\/\/www.cio.com\/article\/2857179\/new-programs-aim-to-boost-computer-science-education.html\" target=\"_blank\" rel=\"noopener noreferrer\">women and minorities<\/a>. However, we must also urgently prioritize targeted, deeper education in certain types of technologies and skills, like AI and its applications, machine learning, information security, data science, and tech and data literacy. We imagine that this work might happen within three foundational pillars:<\/p>\n<p><strong><em>Expand data science and technology literacy programs<\/em><\/strong>: Historically, early in its development, data science programs were considered niche offerings, appealing to a small number of technology and math enthusiasts. Today, the field\u2019s breadth means it is now accessible, relevant, and exciting to a much wider range of students and broader set of vocations. Data science and data analysis are sought after skills across industries, and across sectors.<\/p>\n<div id=\"dfp-ad-incontent_desk_2-wrapper\" class=\"dfp-tag-wrapper wrapper\">\n<p><span>ADVERTISEMENT<\/span><\/p>\n<\/div>\n<p>Attracting more women and underrepresented minorities into these programs should be a top priority given the wealth of opportunities available to graduates and the dangerous effects a lack of diversity has on algorithm design and technology development.<\/p>\n<p><strong><em>Flexible, focused skill-specific programs:<\/em><\/strong>&nbsp;We must rapidly expand technology skill development beyond traditional K-12 and university degree settings and tap the under-leveraged opportunity of strengthening community, technical, and vocational colleges\u2019 offerings. Many highly relevant and valuable technology skills&nbsp;<a href=\"https:\/\/www.amstat.org\/asa\/files\/pdfs\/2018TYCDS-Final-Report.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">can be developed<\/a>&nbsp;with two years of focused education, including&nbsp;<a href=\"https:\/\/www.amstat.org\/asa\/files\/pdfs\/2018TYCDS-Final-Report.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">basic coding, data analysis, cloud management and information security<\/a>. Community college leaders around the country are <a href=\"https:\/\/southbigdatahub.org\/programs\/dataup\/\" target=\"_blank\" rel=\"noopener noreferrer\">increasingly<\/a> <a href=\"http:\/\/oceansofdata.org\/workforce-prep-projects\" target=\"_blank\" rel=\"noopener noreferrer\">collaborating<\/a> to build and scale these programs and resources.<\/p>\n<p>Education outside of traditional learning institutions also has untapped potential, but it is often ignored under existing policies.&nbsp;<a href=\"https:\/\/www.galvanize.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">Galvanize<\/a>, for example, offers immersive award-winning programs in data science and software engineering that students can complete in 12 weeks. <a href=\"https:\/\/www.cnbc.com\/2020\/07\/13\/google-announces-certificates-in-data-project-management-and-ux.html\" target=\"_blank\" rel=\"noopener noreferrer\">Google is building upon its IT professional training certificate success and partnering with Coursera<\/a>&nbsp;to release six-month training and certification programs for data analytics, project management, and user design.<\/p>\n<p>With the urgent need to help people find good jobs as part of a sustained recovery, the return on investment on theses short programs is rapid and high for both students and society.<\/p>\n<p><strong><em>Integration across other educational disciplines<\/em><\/strong>: Technology and data is transforming nearly every profession from medicine to equipment repair. We must stop treating data science as a self-contained field of study and integrate it as an important contextual factor underlying everything we do. Understanding emerging technology\u2019s implications on our wellbeing, decision making, behavior, and prospects is increasingly central to all careers. Education policy needs to support the creation and integration of relevant technology and data literacy content across a wide range of programs and disciplines.<\/p>\n<p>COVID-19 has created deep challenges to our workforce, but also a drive to build back better with a workforce that is prepared for the digital age. The United States is a global technology powerhouse \u2014 for now.
